Modi to Convene Ministers’ Meet

Prime Minister Narendra Modi will convene the first meeting of his Council of Ministers on Monday.


Sources said that Modi is likely to ask the Cabinet Ministers to take Ministers of State along and give them proper work. Unlike in the UPA Government, Ministers of State in Modi Government are likely to be involved in the Ministry work, though the decision making will rest with the Cabinet Minister.


Apart from asking the Council of Ministers to focus on efficient governance, delivery, and implementation of programmes, Modi is likely to ask the Council of Ministers to be more communicative, and engage with people. He may also underline the need for better interface between the party and Government, and as far as political appointments are concerned, ministers may be advised to draw from talent pool in the party.


Since this meeting is just a few days ahead of the Parliament session, Modi is likely to advise them on the attendance in the Parliament. Sources added that Modi is likely to reiterate his thrust areas and 10-point agenda which include increasing investment, completing infrastructure projects in a time-bound manner, and exploiting of natural resources, besides giving freedom to bureaucrats to take decisions and implement them.


On Saturday, the Prime Minister had scrapped the Empowered Group of Ministers (EGoMs) and Group of Ministers (GoMs), a legacy of the UPA government, to entrust ministries with the responsibility of decision-making and speedy implementation. He had requested his ministers to set a timetable for the first 100 days, listing the priorities, with focus on efficient governance and delivery, and implementation of schemes and programmes.

First RBI policy review of Modi sarkar could see rates unchanged

The Reserve Bank of India (RBI) is likely to keep rates unchanged when it reviews its monetary policy on Tuesday, its first exercise after the installation of the new union government. RBI governor Raghuram Rajan will focus on keeping balance between growth and inflation. AFP Known for the primacy he accords to controlling inflation, RBI Governor Raghuram Rajan gave an indication on Friday when he told reporters in Tokyo that the "government and the central bank have both stressed on the need to bring down inflation while respecting the fact that growth is very weak". The RBI is expected to keep its repo rate (at which it lends money to commercial banks) unchanged at 8 percent. Earlier, talking to reporters after meeting newly sworn-in Finance Minister Arun Jaitley, Rajan had said, "RBI has always maintained the balance between growth and inflation." Rajan added the government and the RBI were on the same page on the issue. Jaitley said, "The challenges are very obvious. We have to restore the pace of growth, contain inflation and obviously concentrate on fiscal consolidation itself." Rajan raised interest rates three times since he took office in September 2013, even as economic growth slowed to decade-low rates. India's economic growth remained below the 5 percent mark for the second year in a row at 4.7 percent in 2013-14. Growth remained subdued at 4.6 percent in the fourth quarter of 2013-14 and during the entire fiscal, mainly due to a decline in manufacturing and mining output. Rajan has set a target of bringing down consumer price inflation to 8 percent by the end of the fiscal, and to 6 percent by the next fiscal. Retail inflation (consumer price index) was at 8.59 percent in April year-on-year, after running near or above 10 percent for almost two years through 2013.

AIADMK may rejoin NDA, party chief J Jayalalithaa to meet Narendra Modi on Tuesday

AIADMK is likely to rejoin the National Democratic Alliance that it quit in 1999. Party supremo andTamil Nadu Chief Minister J Jayalalithaa is scheduled to meet Prime Minister Narendra Modi in New Delhi on Tuesday when contours of the tie-up will be given final shape.


Sources said Jayalalithaa will meet Modi and finance minister Arun Jaitley on Tuesday and discuss the AIADMK's intention to join NDA. Though the BJP-led coalition has enough numbers in the Lok Sabha, the party feels it should have good relations with non-Congress parties to help it pass bills in the Rajya Sabha where the government is in a minority.


AIADMK has 10 MPs in the Rajya Sabha. In return for this support to BJP in the Upper House, Jayalalithaa is likely to ask for financial assistance for Tamil Nadu, according to sources.


Jaitley had called up Jayalalithaa on Thursday and discussed some of the issues she had mentioned in a letter to Modi after he became PM.


Though Jayalalithaa and Modi have had been on good terms for long, there was a slight hiccup last week when the government extended an invitation to Sri Lankan president Mahinda Rajapaka, whom AIADMK is opposed to for war crimes committed against ethnic Tamil minorities in Sri Lanka. Jayalalithaa did not attend Modi's swearing-in ceremony on May 26 in protest.

Modi junks ministerial groups, fast-tracks decision-making

Prime Minister Narendra Modi on Saturday dismantled a process popular with the UPA regime, and one that was believed to delay policy decisions. In the new government’s first frontal attack against red tape, it scrapped all empowered groups of ministers (EGoMs) and groups of ministers (GoMs) formed to decide on key policy matters and resolve differences.

The GoMs and EGoMs were small groups of ministers tasked by the PM to decide on specific issues. Recommendations by GoMs had to be approved by cabinet while EGoMs were authorised to decide on their own. The UPA government, widely accused of policy paralysis, had formed more than 125 GoMs and EGoMs.

Now, ministries will directly decide on policy. “Ministries and departments will process, at their level, issues pending before the EGoMs and GoMs and take decisions,” said a government release. If ministries face difficulty in deciding, the cabinet secretariat and prime minister’s office will step in.

The move signals a new style of functioning in which decisions are likely to be swift, and Modi, unlike his predecessor Manmohan Singh, will assert more authority instead of delegating power to other cabinet colleagues.

The UPA regime referred almost all crucial policy matters — including Telangana, land acquisition and food security bills, modernisation of airports, spectrum allocation, bailout of Air India — to GoMs. This often led to tedious discussions and stressful delays. Telangana, for instance, was first referred to a ministerial panel in 2004. Discussions continued till 2012.

Defending the ministerial groups, former information and broadcasting minister Manish Tewari said, “The GoMs brought into play collective wisdom and institutional experience. It acted as a single window clearance system.”

Congress spokesperson Rashid Alvi added, “Modi’s government is just five days old. He has set an agenda for 100 days that does not mention price rise and welfare of minorities. It also has no deadline for bringing back black money. We will have to wait to see how he actually performs.”

The move to abolish GoMs is in sync with Modi’s emphasis on faster governance. After setting the agenda for 100 days, he has called the first meeting of the full council of ministers on Monday. Priorities will be spelt out and junior ministers are expected to get clear directions.

In Modi’s shrunk cabinet, junior ministers are likely to be utilised a lot more and important work delegated to them.
